You're trying to pigeonhole a broad genre of gaming into a definition that'll exclude KI from it, when there are a multitude of F2P models.

The character roster is an integral part of a fighting game, it's the core content. They've cut it out from the free version and asks for money in order to gain access to them. That's F2P. Tekken Revolution does exactly this.
