If you mean graphics wise, those are scaled to their respected genre/system. If you mean gamepaly wise and such, yes, a puzzle game scored as high/higher, I'm too lazy to look right now, then splinter cell. Not every game with guns and explosions is better than every game without.

First of all, graphic ratings are dependent on their console as well as the type of game. You wouldn't necessarily expect a game like this to have fantastic graphics would you?

Also, you can't compare this game to games like SC:DA. That's like comparing Zack and Wiki to Gears of War. Different art styles, and one obviously has the hardware advantage.

I wouldn't look much into it. Wario Ware got a 9 in the same level as Zelda. And Paper Mario got an 8 as much as this game. It simply depends on the genre of the game and or the artwork can simply be appealing enough for the reviewer to find that its score was deserved.
Alien Hominid took a 9 for example and I very much doubt that game would surpass SC: DA in the graphical department.

Yeah, I think so too somewhat, but I think it was a response to systemwars in general. Even normal people were starting to take a .1 or .2 difference so seriously it wasn't even funny.
But look at the mercury meltdown score some more, a 9 in gameplay and a 9 in tilt, does that not scream deserving of at least AA?
