Raiden was the one teaching Snake "the ways of the ninja" in MGS4. It wouldnt make sense for Rising to be a hack and slash.

They're not all that similar...just cause they showed the Zan-Datsu doesn't mean it's no stealth
Tactical Espionage Action indicates slow methodical pace to go undetected as much as possible
Lighting Bolt Action sounds like you might have to think about what you going to execute and do it lighting fast to remain undetected as much possible
Though I'm certain that like in the other games, you can forget about stealth and go all out in an obvious bloodbath

but like I said, why does Raiden need to sneak? He took on 50 mechs and seems to jump to the height of a multistory building.

True...it's looking rather on the awesome side if I may be so bold. Of course, wannabe fans will disregard it for not being the same game with the same character over again.
Change is good people and Raiden is a great character.
All of the recent MGS games have used CQC, with Peace Walker putting a decent emphasis on it... so I can't see why it would be odd for Rising to, yes, have you sneaking with a sword. While they got us excited for the "slashing" I have a feeling that the degree to which you can just hit things with a sword and win will be limited. Look at MGS4, yes, you could technically go through the game just trying to mow everything down with an M16... but you have an easier time using stealth to your advantage.http://www.ps3center.net//news/4617/kojipro-confirms-mgs-rising-still-a-stealth-game/

Why does Snake need to sneak? He can take a room full of genetically engineered, nano-machine infused super soldiers without breaking a sweat. He can get shot in the face and recover by eating some packaged food. I mean... seriously, he recovers from bullet wounds by eating microwave dinners. Same reason.
