Tarrantino used actors that were over the hill in a few cases with faultering careers like Travolta, and Samue L Jackson (at the time of Pulp fiction they were in a rut proverbially speaking) and pretty much relaunched their careers.
Tobey maguire wasnt really a big actor until Spider man and even look at LOTR a lot of the cast were mid tier actors until then.
Names dont mean anything, all that matters is the acting.
It's not the same. Those are actors anyway. And those movies had the directors names attached to them to sell them too. Also Daivd Hayter isn't a regular on screen actor, not saying he couldn't do it but when they make these movies they don't make them 100% for the fans. They make them to get as much money as they possibly can and tagging big names to things makes people who have no interest in the franchise itsel maybe go "Oh they're in it? might go see it then".
At the same time Hayter looks like snake and sounds like snake :P I honestly do think he could pull it off, he loves the series and has admitted it.He's had small roles in films he's involved in but he'd make a ood match for the job.
At the same time MGS is a pretty big franchise, no doubt sony will market it to hell and back but despite snake being a key character, other people can sell the film a-la Dafoe as green goblin in Spiderman 1.
