you're actually wrong.
the dpad is the closest you have to the arcade fighter sticks. the sticks on the 360 and PS3 provide too much freedom of movement which can hamper nailing moves unless you're incredibly precise.
that's why anyone that is serious about fighters on console use a Hori gamepad, which is basically a dpad with an arcade stick attached and larger buttons :).
normally i agree with you, but you're dead wrong on this one. fighters are designed for 8-direction sticks, and the dpad is the closest you get on consoles (barring a Hori gamepad).

When someone says they play fighters with a "stick" they're not talking about the tiny analog nubs connected to a game pad (I don't know why you're calling a Hori stick a "Gamepad," but a gamepad is something like the dualshock or 360 controller, not a stick,) they're talking about an actual arcade stick.
I have a custom built stick setup.
