I doubt this is true. SEGA has too many games in development for PS2, PC, PS3, PSP, and 360. The contract buyouts on those alone would be ridiculous. Provide a link or I'm going to assume you're lying.

First of all, Capcom makes Mega Man, Second, Virtua Fighter 5, Sonic Rush Adventure, Ghost Squad, Bleach DS, and many other awesome games were either developed or published by SEGA. Perhaps you should do some research before making ridiculous claims?
