No. Ram does not affect the level design. Get it through your head. Games can be open world with little ram, did you see Red Dead Redemption's world? That should be proof enough that ram is not a key element in level design.
The technical aspect of an open world is not innovation, either. It only calls for better graphics. Last I checked, graphics were not innovative. Engines can be innovative, but engines can also run on very little ram. It's the textures and draw distance that call for more ram.

i have to admit i am more interested in the ps4 after the ram announcement.
my big wish for the last few gens was to see what a console could do if it was not so ram starved and bam i got my wish.

All ram does is hold information for a short period of time.
The GPU and CPU render the levels, and the AI, and all the other features.
RAM will allow for less load screens, and less slowdown when loading big areas, but absolutely no computations are rendered on RAM. It's simply for holding information.

For example if the CPU and GPU aren't powerful enough to render an entire island, people, AI, and all that, and then store that information on the RAM so that you can seemlessly walk from one side to another without a hiccup, then it doesn't matter how much RAM there is.

You could have 24GB GDDR5 in any game console, but if the developer don't know how to use it correctly and make innovative games, it's irrelevant. Just like Blu-Ray. 50GB of storage and less then 25GB was used for mostly ALL the PS3 games. The same thing will happen with 8GB GDDR5 Ram. Only 2-4GB will probably ever be used as there isn't tons of other programs running in the background to eat up all the RAM.
