We all now that PC has better graphics then consoles on the highest settings. But what about if you can run the game only on the lowest settings? And what about medium settings? What looks bettter then?

low settings at 800x600 which is something most igpus can handle is weaker than the consoles. youd be better with a console
most console games are medium or medium high at best at 720p or lower 30fps. any low end rig (dualcore 2.4-3.0ghz, 2-3gb ram, hd3850/4650 or 9600gso/gt220) can handle that

But what I should be getting at is why compare the lowest of the low settings from either console? Each should be going for the best. The very concept is so darn mind boggling I don't know how to properly deal with it.

Not good either. There is no standard what "medium" or "low" setting mean. PC vs console graphics debates are pointless due to differences in hardware and the fact that consoles run on hardware from 2005/2006 and cant upgrade. pixelation is how well you can see individual pixels, and 1080p is a much higher resolution than 720p so 1080p would have less pixelation than 720p.Whichever has a higher pixel count, 1080p should have more pixelation that a 720p I would think -- but feel free to lambast be if I'm wrong.

Yah 1080P has many millions of more pixels than 720P.
And Console games are not like medium or low on PC because the developers customize every little setting on consoles.
They cut back heavily on draw distance and LOD and textures and try to add post processing effects to cover it up.
It's hard to say what settings you could compare console too since devs don't really give all the technical specs of their games, you usually get a small list of broad terms.

Low settings differ from game to game, metro 2033 low settings looks akin to the 360 version but the low settings of team fortress 2 looks like something off of the original xbox.I was thinking like this: a multiplat comes out and I want to know where it will look better. On my PS3 or on my PC if I run it on the low settings. But low settings look different on different PCs right? And I am not a troll.

That means get multiplats for the PS3 right? I am thinking about getting Fallout 3 but I heard that PS3 version looks bad. Should I still get it for PS3?
most times console games are a mix of low/medium... but its more complicated than that. For example in bad company 2 there are parts that look worse than low on console, then there are other parts that look almost medium.
I saw a comparison for the image quality for the platforms, and the PS3 lags a bit when playng DA:O. This could be from trying to load lots of textures and applying a peppering of shaders.
If you want something that looks good, go with your PS3 as your PC is a bit on the mid-low end side. You could drop three hundred, easily, to make it better though.
