Oh I would pick FO4 over ME: Andromeda any day.
There are issues with FO4 yeah, but there are plenty of good things too. It utterly suck as an RPG; but as an open world FPS it is not really all that bad. The story is hit or miss, but the setting is decent enough the story is fairly good, just not conveyed well enough, and somehow the scale of everything felt smaller then it should be. Characters are ranging from average to pretty good, and I had a lot of fun with the game all things considered. It had no game breaking bugs that I noticed. The settlement building felt fairly pointless, and time consuming, and the constant radio messages for help grinded my gears. The ways things were set up, most weapons and armor never really felt special (with few exceptions). All in all the basic mechanics were improved a good deal over FO3 and NV, but the map and dungeon layout felt like a step back, and the game gave little reason to explore, outside of trying out alterations to your weapons. I also miss the RPG elements of FO games of old, most systems feel skindeep and somehow shallow. But FO3 suffered from the same issues, and in some ways NV too. Added bonus are mods, which can correct at least some of the issues.
Andromeda however.. Oooh where to start. The quests were often "meh" at best, the characters ranged from horrible to "meh" I actively loathed the main character (at least the male Ryder, doubt the female would have been better), story was a mess. The best thing about the game was the combat, which was let down by enemy types, and lets face it, combat was just average for a 3rd person action game. A good deal of potential, that felt and was rushed. Bugs did not exactly help it either. On its own I consider it a fairly poor game, but considering that it is a Mass Effect game, makes it all the more depressing.
