You'll still have to find a WiFi hotspot if you want to download games, movies, most DLC, etc. You might not even be able to dl a firmware update in 20mb. The 3g option is looking kind of worthless since there's already concern that it's too slow to do online gaming and the short battery life. With this it seems that you will most definitely have to be plugged in and at a hotspot to get content.
I had no plans on getting the 3G model, but this is really crappy. First if you don't have their 3G provider, you have to subscribe to that, then you're limited to only 20 Megabytes per download. Say goodbye to downloading full games. Sure it's fine for facebook browsing, but I have a damn phone for that.
The 3G model will be dead a few months into the life of the Vita as it's pointless to have.

I think they are using AT&T for their 3G, so if you have a data plan from AT&T, you can use the Vita on that. Otherwise you have to pay. Then they only allow the Vita's max download size per file to be 20mbs. So games are pretty much out of the question.

You have to buy 20 hour or 100 hour cards for 3G. The speed limitations are imposed upon that.

It's standard for all 3G connections. Maybe because they didn't want to have heavy users dragging down the system with massive downloads / 1080p streams on the Vita?
20MB download limit isn't necessarily terrible, if it means unlimited data.
Streaming video isn't necessarily counted against that limit, either -- it's unclear to say from the wording.

also the average PSP system firmware update i believe was around 32mb...i expect vitas to be bigger so you couldn't download that

Almost everyone in the West will pick up the Wi-fi version anyhow, and I'm sure Sony knows that.The 3G version was probably developed with Japan in mind, because the number of free wi-fi locations over there are very limited. Since people in Japan carry around their handhelds like we do laptops and tablets, and the 5" multitouch screen is perfect for browsing, it'll be a great alternative to using a cell phone for accessing the 'net.
But definitely not in America, where Wi-fi spots are plentiful, and devices like the iPad hold much more prestige than devices like the Vita.

Eh. That's how it is on my iPhone as well. If I want to download anything bigger I need to be using wifi. Which isn't a big deal. I download everything at home.
...a Sony Computer Entertainment representative said that 3G downloads will be limited to 20 megabyte file sizes initially. The representative added that this value could change in the future.

I have difficulty streaming 1080p video when I'm on a cable connection, much less 3g.
I don't recall having any problem downloading files > 20mb over 3G on my Android smartphone, though. Not within the web browser anyhow. I thought the limit was only imposed on the App Stores/Markets.20mb per download is a standard limitation for 3G networks. Smartphones have the same limitation. Why would it be any different for the Vita?
