Definitely wait for the Vita. Definitely. The PSP has kinda died, barely any (interesting) games releasing. The PS Vita will have way better specs. Wait if it's an option.
Here's a few mitigating reasons to still consider buying a PSP:
1) Price. The PSP, at $129, is half the price that the Vita will be next year.
2) The Vita will be capable of playing 'almost' every PSP game, but there are some good PSP games that never got released on PSN. Games like Crisis Core: Final Fantasy VII and Kingdom Hearts: BBS. I don't know if those games will ever be on PSN, only time will tell. But at the moment the only way to play them is through a UMD-equipped PSP.
don't buy the PSP, it's library has always been mediocre at best. Might as well wait for the vitaohthemanatee
Don't listen to this guy.
The PSP has a stellar line-up in Japan but those games most likely won't be localized on UMDs. The best chance to get those games is on the Vita. Also, Sony is letting developers re-release their PSP games on NVG cards so, really, just wait for the Vita.
