It depends on the polygon in question.

A triangle is a polygon, since it is a multi-sided, delimited planar shape. Indeed, triangles are the simplest polygons possible. And most graphics hardware uses these as the fundamental primitives in rendering. If such is the case, then the terms "polys/sec" and "tris/sec" are one and the same.

But note that not all graphics hardware uses the triangle as the fundamental primitive. The Sega Saturn, for example, used quadrilaterals as the fundamental primitive, so the terms would be different in this case.
