Alpha and Beta are stages in program development. Specifically, they are stages of testing what has been written. An Alpha build is a build that is submitted to be tested that lacks many of the features that will be in the final release of the program; however, enough work has been done to allow the testing guys to start looking for flaws in the game engine and mechanics. Generally, they're looking for really elementary stuff, like crashes, performance, control set ups. To be pre-alpha would indicate that they haven't even completed enough of the design and coding to even begin testing it.
