Most 360 games end up looking awesome, but most PS3 games end up massively downgraded from their original trailers/screenshots. So you can bet Mass Effect and Bioshock will end up looking awesome just like most 360 games. On the other hand, Killzone 2 and FF13 will probably be massively downgraded on the PS3. The problem with the PS3 is that it's CPU and RAM are inefficient. Also the PS3's GPU is inferior to the 360's GPU. It's almost a guarantee that 360 games will almost always look better than PS3 games.
What PS3 game to come out could you possibly be refering to? Resistance looked the same as pictures and Motorstorm came damned close to the early target trailer. 360 on the other hand has all kinds of touched up screenshots for games that look way better than the final product in motion. Hell even Gears, although it looks amazing, had some massively doctored screens you lemmings jumped on as in-game that were way smoother than the actual game. You can't tell crap from screenshots, end of story.

The problem is'nt really the PS3's hardware. The problem is Sony likes to show nice CG trailers for some of their games first which creates hype. So finally when they start showing some actual gameplay trailers even though they look good they can't really live up to the CG hype thus leaving some people disappointed.
