The latest witcher 3 patch (1.08, released august 7) improved the framerates on xboxone and ps4, but the ps4 still has framerate stutters while the xboxone has smooth gameplay overall.
However you can disable post processing on the ps4 and that helps to increase performance but there are still framerate stutters and it still runs better on the xboxone, even when the xboxone doesn't disable postprocessing.
Disabling postprocessing on the xboxone hardly changes the framerates. This is normal since postprocessing is also cpu bound in this game. Because the xboxone has enough cpu power available the framerates hardly change.
Which makes It is kinda sad that the ps4 is still advertised as the 'most powerfull console of all time' while it has significantly less cpu resources than the xboxone
For those who don't know this yet. The xboxone has a total of 23 percent more cpu resources. It has an overclock of 10 percent and has an extra core available for games simply because the xboxone has a more performant operating system.
This results in a more performant xboxone, albeit the xboxone runs most games at 900p and the ps4 at 1080p because of the more powerfull gpu in the ps4, the cpu determines the framerates in a cpu bottleneck scenario, pretty much causing frame rate stutters in some current gen games running on the ps4.
