What's the difference in games?
Both systems have great libraries. What you have to do is decide what you want. What's the genre you really love, is it RPGs, puzzle games, platformers, etc.
From what I've seen and read, the PSP's gameplay ressembles it's big brother's type of games such as : MGS: Peace Walker, Burnout Revenge, Wipeout Pure, SOCOM and God of War: Chains of Olympus.
As for the DS, it's big force is rallied under 3 main types of games: Puzzle, Adventure, RPG. From new IPs such as TWEWY, Elite Beat Agents and Picross 3D, to sequels of great series such as Pokemon, Professor Layton and Dragon Quest IX, and to remakes of great games like Chrono Trigger, you can't go wrong.
Also, you should consider looking at what are the upcoming games that interest you the most and then decide which system is best suited for you. And don't forget that scores aren't everything, its the experience that counts.
