Based on what the General says if a game is on 360 not on PS3 it should count. What if Tales of Vesperia being a game not on PS3 in America does it still count for 360? This is a tough question. Please answer.

IMO, like NMH, if I can't play the game isn't released on more than one system where I can play it, it's exclusive. The existance of the PS3 version doesn't mean anything to me since it''s not available for play.

Never said it was not. I meant since you cannot play a localized version here in the US (without importing) doesn't it count for the 360.The game is on 2 systems, its simply not exclusive.

I can understand everybody's point of view, but in System Wars exclusivity seems to always boil down to "is it available on more than one system?" To which this game most definately is.

Oy vey. There's no fanboysism involved here (I'm a proud PSWii60 owner, thank you very much). It's the same argument I make for NMH. My only agenda is to get games the exclusivity title I feel they deserve. The only threat I feel is of false accusations of people who don't bother looking up my post history before making silly accusations.
To put it simply: I believe so. I consider exclusivity to be region-based (though I'm apparently in the minority in this matter).I live in Japan and can somewhat understand the language. But you are the minority, the thing is that the game is unavailable in 3 of the 4 biggest gaming regions on the planet, and i'm willing to bet that not more than the 5% of the GS users are like you.
