Definitely go spend $1,000. Better yet, just throw in another $1,000 on top of that for good measure.

I'd like to know too, but I worry PC master race hermits don't have a sense of modesty to even know what "crappy" means anymore, I'm sure crappy is still many times more powerful than PS4 in their eyes.

A 980 Ti will run all current games at 1080p max settings. Hell a regular 980 will. No need to flush 2000$. 1,200$ should be enough.
Honestly I'm not sure what the 3000 can run. I've been playing lesser demanding games on my laptop(hd 4600) since my PC kicked the bucket and I am pleasantly surprised at the amount of games I can play. However, I would suggest throwing a PC together because playing games like CSGO on a laptop is hell.
Also, you can probably play Undertale.

hell a 670 will run most games at 1080p max with a select few titles dipping below 50 FPS
You will be able access Starcraft 2 and play it at 5 fps on low settings.
On serious note: Get couple of Point and Click adventure games. Get The Dark Eye saga and Broken Sword series.

Party Hard, Master Spy, undertale, Lisa...Those are some of my personal favorites that i believe can run on your laptop.
Hm.. if you can't replace it then it can't be helped. Okay, you're mostly limited to 2D stuff, but there are still a few very good titles with a solid amount of content that come to mind.
Try Undertale, Recettear, FTL, and if you are into it Steam has some pretty good visual novels up for sale. Terraria or Starbound are very decent too, if you want a sandbox-style game. These games should last you a very good while, and you should be able to find others you are interested in via similar games.

If you want that jerry-rigged experience, you can try this. It's too painful to think of a recent game running on an Intel HD 3000.

But anyway, assuming you have a fairly recent dual core and 2 - 4GB of RAM, you could play these games in 1280x720/1280x1024 resolution, mid-low graphic quality at a acceptable framerate (40 - 60 FPS).
There are indie games you can look into with retro graphics that might get you by. There are classics you can find on steam like Doom and Duke Nukem 3D. And you can always look into point and click games. You are gonna have an incredibly hard time finding a modern game you can play even at minimum specs to be honest.
