People seem to be confusing themselves, they're calling Halo 3: Recon an expansion or a full game just like Halo 3. It's not

Halo 3: Recon is a smaller, side-project of sorts, a spin off.

That being said, it's a side project being made by some Halo 1 vets to essentially put stuff in and do stuff in the Halo universe that they didn't yet. In other words, stuff they wanted to try, but didn't.

And don't get the wrong impression though, it's not a small game. It's more than likely to be a bigger and longer game than Uncharted or Heavenly Sword. In reality, last spring to the end of 2008 is about a year and a half dev cycle, pretty much what gears 2 and resistance 2 are.

And also:

"How much will Halo 3 : Recon cost?

The price point has not yet been determined. While there will be a lot of content to enjoy and a great deal of replayability, this is still viewed as an expansion to Halo 3 more so than its equal. "

which basically means a budget price

I cant wait, Halo CE was cloaked a wonderful atmosphere that was somewhat lost in the 2nd and 3rd installments, hopefully the ''Grizzeled Ancients'' (thats what they call themselves) of bungie can recapture that feel.

I Expect a pure fanservice game, a proper farwell to the halo universe on bungies part.

Sounds like a Crysis: Warhead-esque outing, both in terms of content and actual effort expended by the studio.

Knowing how bungie works, this means that there's no more things like Halo 3: Recon. And why would they bring up that they're not ready to discus other things when given this question?

Anyway, I think Halo's going to connect Halo 3 to Marathon. They started to do that in Halo 3 a bit, more than just the terminals. Read up some of the longtime bungie fan's theories over at bungie.net

halo3:recon is only one of the 3 projects bungie has in the works for the 360.

this one is the smallest one being worked on the developer vets who did halo:CE

Which if you ask me is fantastic, though it doesnt make up as much as Warhead has a fully expanded MP whereas Recon will only add a few maps

But it's stand alone. You don't need Halo 3 to play it. It's a full campaign in and of itself. I'd call it a full game set in the same universe. Something like Baldur's Gate: Dark Alliance.

There are expansion packs that do not require the original game to run. Bungie themselves refer to this game as a disc-based expansion.

I suppose. I always think of expansions as extending or modifying the original game. Since Recon doesn't do that, I consider it a new game. Doesn't matter what we call it anyway.

According to the Q and A bungie did, you can play together with people who own Recon once the Mythic map pack comes out. They run on the same software, and Recon is basically an extension of the original game.
