At this point, Rock Band definately sounds more exciting. HOWEVER, I am a bit concerned that it may be too ambitious for it's own good. I mean, to play the drum sections you have to have actual drum skills, and to sing you have to have actual singing skills. With the guitar parts though, it's still patently videogame like since you're just pressing fret buttons and strumming the paddle.
I think that Rock Band sounds more exciting at this point. However, we'll have to see if Harmonix can actually pull it off and still provide a balanced game. With Guitar Hero 3, you already know it's a winning formula. I'm taking the wait and see approach to find out which game catches on and which one fizzles.

Timstuff
I'm going to have both as soon as I can get them, that's for sure, but for now it's Guitar Hero 3. I know what I'm getting into, I know what it's like, and it's only improving on the formula produced by the first 2. The tracklist so far kicks some major ass too, and that's what it's all about, the songs.
