Actually, GTA4 has beendelayed for issues involving the games engine and gameplay. Its not just minor tweaks. They have had to work pretty hard at getting the game running smoothly. If it was just tweaks, it would not have taken 6 months to fix, and we'd be playing GTA4 already.
I know it wasn't just minor tweaks. What I'm saying is that GTA4 was basically finished by last October, playable from beginning to end. They had issues they needed to resolve before release, and that's why it was delayed.
I really doubt Rockstar spent all their resources and manpower on just that, though, when Take-Two (one of the more leniant publishers) would have given them all the time they needed to properly release a giant like GTA4. Much more likely is that they set aside part of Rockstar North to fix the game while everyone else works on other properties, like the second GTA4 game.
Studios often begin the development of the sequel during the development of the first game, anyway, since during that time they come up with a lot of cool ideas that would be fitting for a sequel and can get started on it early.
