From what it looks like gtaV will be a major dissapointment just like gtaIV. No San Fierro or Las Venturas, no property management, no rpg elements, no ability to change your characters appearance based on what you eat or the workouts you do, or LACK THER OF..
Will it be a great game? yes, GTA4 was a great game in its own right, but as another entry in the GTA series of games.... it SUCKED

To me GTA IV was in some aspects already much more advanced than SA. Yes, SA had the content, but GTA IV took a huge leap in pretty much everything else. Multiplayer, graphics, physics, story telling and presentation, the city itself feels much more alive and if you would go back to SA now it would feel empty in comparison.
Just because GTA V doesn't have 3 cities doesn't mean it will be smaller or have less content, the area is supposed to be MUCH bigger than all their previous games. Bigger than GTA IV's LC, RDRs world and SA combined.
I can see this game easily surpassing GTA SA, because it takes GTA IVs strong points and puts them in San Andreas with 3 protagonists, a less serious tone (story-wise) and a huge open world.
Aside from graphics and physics (which only came along with new hardware) GTAIV did nothing to progress the series, it took major steps back. Even GTA4 was technically bigger per square mile than san andreas, those were only limitations made by ps2 hardware, but the content and everything behind the game driving the experience was far superior.
Not to mention the multiplayer in san andreas is far superior than that of GTAIV, 200 players max per game > 16 players (32PC) per game
