Best explanation is that we're being taken for a ride to spread awareness of the game in both Europe and America.
Both NoE and NoA need to advertise games that don't have the same name power as something like Mario, meaning it'd require hardcore support and won't get a huge marketing fund.
Both companies had neglected the three games, especially Xenoblade, beyond their announcement.
Many people outside of Japan had completely forgotten about the game by 2011, myself included.
E3 nears. Zelda, 3DS, and WiiU are most likely going to take the spotlight. Need to keep focus on them. XenoStory's Tower doesn't fit in with new game theme anyways.
Operation Rainfall enters planning stages.
Reggie's the most recognized NoA member and his body is always ready, making NoA suitable for taking the flak.
E3 hype dies out, giving an opportunity to start Operation Rainfall.
NoE drops the bomb. Everyone gets pissed.

How many of you thought that they wern't going to localize these games? They never said they wern't and people still threw a hissy-fit.
