For the most part, yes.
When it comes to datamining from SteamDB, Tyler is a great source of information. He parses through that stuff really well.
He's a garbage interviewer, he can jump to lofty conclusions (the "L4D3 is next" debacle being a prime example), and he isn't as funny as he thinks he is. But when it comes to getting information about things Valve is currently working on via string leaks in game updates, leaks from Steam DB, etc; he is second to none.
I remember when the HLVR strings were floating around for more than a year, it was obvious this wasn't some immediately cancelled project and everyone called me crazy in these forums for believing that Tyler in this case was right and there may be a chance for this game releasing. Turns out HLVR did release.
As for "HLX," it's too soon to call. These strings just appeared. There definitely seems to be enthusiasm among some of the newer Valve employees for Half Life whereas the old timers like Gabe seem to have stopped caring about it completely. But time will tell if this "HLX" turns out to be anything substantial.
I have heard Tyler saying "Citadel" is a Half-Life project, but despite it's mildly "Half-Life" sounding name, I just don't know if there's enough evidence to go off of to make that claim so I disagree with him there.
