You could explore the whole city without locked sections. Yeah, San Andreas was absolutely huge. But, having sections locked off until you unlock them later was annoying imo. Saints Row didn't have this problem.

But the story that drove the game was vastly inferior. Sure, I could go wherever I wanted to right away in Saint's Row, but there wasn't necessarily anything to do there. You still had to do certain missions to unlock missions in different areas. Both of these so-called "strengths" mean little when the storyline is subpar and the city is unintersting.
The part of Saint's Row that I liked was the customization of all the cars and the ability to store as many cars as you could handle and still be able to access them wherever there was a garage or shop. Unfortunately, this wasn't enough to hold my interest.

But GTA 4 will probably own Saints Row 2's combat because it has a cover system.
