Here's the thing, if there was an opening they would have done it before 2011 this gen if anything, it's way to late now when you look at it.

At this point, Sega nor Sammy which they are together, have the combined income to take a console launch just in certain areas of asia that are limited, just the UK in europe, and NA, they would already be on suicide watch if the first month backfired.

They have tons of Ips, and machines and toys and such under both their names, so you may say that they could get together with a partner like EA or something to launch the console, however, they would be wasting tons of money and not getting back all profit that should belong to them as well as licensing agreements and other contracts that they are contracting has COMPLETE control of. If it backfired, that company would jump ship and Sega would suffer because with Segas current economic situatioon combined with Sammies, no company is going to take a full on risk with them, so Sega would be left alone with all the debt and all the unsold stock and Sega would be in a mes.s.

Then there may be some of you that say that they could  do what Hudon did with Nec where a company, say for example. Squarenix, could make a console or another company, and Sega could provide the software if they share profits and are allowed to slap Segas name on it. Well once again, Sega is going into contract with Square in this example, for software on the console under their name, so yes, Square will share profit with the console, but if it fails, Square could cut out at any time and leave all the unsold consoles, all the debt, all the software backsales, and etc. only on Sega, and being able to get rid of their small part.

The only way Sega's name will be on a console is if someone ELSE offers to make games for it or to distribute it for Sega at a low cost or free and now one will do that. Or the other unliekly option is if someone like namco-bandai decided to do a fusion with Sega-Sammy, and be one company.
