Does the games of 3DS appeal to you? Yes, get the 3DS
Does the games of NGP appeal to you? Yes, get the NGP
Is not really that hard to choose, we all have an idea of how the library of each console will be.
If you're gonna make a 3DS vs NGP thread at least put some effort into it. If you're legit asking for advice, this is the wrong place to look for unbiased opinions.

Wait until E3 to see the pricing of NGP and also upcoming games/features for both devices or decide based on what games appeal to you on the DS/3DS.
Certainly wait till E3, yet personally I'm going to wait till the NGP comes out and the next 3DS even.
Then I might buy one of them, mostly because I don't highly need or even want a new handheld gaming system.
Buy whichever is going to have the type of games you like. The only other thing I can say is I had a DS ( various ) and PSP ( various ) and the PSP got more use but thhe DS was not neglected. Having bought a 3DS for my whole family ( me, wife, 4 kids ) to share I can safely say I won't be getting one just for me ( we all have our own DSis ) but I am very excited for the NGP!
Honestly, I think the main thing it comes down to is what games YOU specifically want for your system. Nintendo usually delivers with the first party games, lots of ports and such and even third party support I'm betting will be good for the 3DS.
I don't have much experience with the PSP but I imagine the NPG will have similar games as it did, but with better graphics and such.
By now you should know which handhelds produce what kind of games. Go where your favorite type of games will be.
EDIT: It's so funny how we are basically saying the same thing--it's about the games.
But if you don't want to hear something like that, this is what I would do:
I'd get a 3DS personally because although I'm sure I'd enjoy some of the games on the NGP, it's just not Nintendo. I LOVE their first party titles like Super Mario, Mario Kart, Kirby and can't wait to experience Kid Icarus. I also think I will enjoy Capcom's Resident Evil: Revelations a lot since it's going to be like the old Resident Evils for a change. I know the library seems a bit weak now, but that's still what I will get in the future.
That's just what I think. Like I said, you should go for the games you like best.
I'd wait to buy either of them honestly.
You can bank on Nintendo releasing a newer version of the 3DS sometime down the line which would probably be better, and it really wouldn't hurt to wait until Nintendo can prove that developers can put some decent games out on it.
The NGP looks awesome but I'm a little scared to know the price.
When NGP launch it wont have any decent launch up title and till NGP launch 3DS will have many great games so now get 3DS then later get NGP.

Your only choice is the 3DS. You are expecting NGP to cost around the same but it will be out of your price range. Games for it will also likely retail for $50.
