It depends. Â The Vita is technically the better device, and it has some good games, just as the 3DS has good games, but it does seem like Sony is having trouble pushing stuff that's truly great.
If you are planning on getting a PS4, get a Vita.
If you are sticking with PC/XB1/Wii U, or just not getting the new consoles for a while, then it's a bit more up to you.
The Vita feels like a higher quality product, but it's interface isn't too great.  It also has exorbitantly expensive memory cards.
It does come down to the games, like always. Â If you look through the best games on each system, see which one has more that you really want to play. Â Then get that one.
Speculation: Â I think that while the Vita has had trouble with sales and with having spectacularly good games, it has the most longevity. Â When the PS4 launches, the Vita will join the PS4/Vita/Xperia ecosystem better than it fit in with the PS3. Â Not only will remote play of PS4 games become a reality, but many full PS4 games will also come out on the Vita, though in the vast majority cases with downgraded graphics, similar to how Sly 4 was on the PS3 versus the Vita.
