Stupid idea.
Why so?
The handheld market is dying. MS isn't doing the greatest in the home console market as it is without them spreading themselves too thin in two markets. That's also ignoring how their phone market is also underperforming relative to other companies.
No, if Nintendo makes a console-handheld hybrid they're going to lock that market down. Not even Sony is gonna try anymore. Besides, what good is a handheld gonna be without any Japanese support.
If there will be such a thing, it will be released under the Surface aegis.
Considering how insanely successful Surface line is becoming and the purpose of Windows 10, I'd say that's not unlikely. Especially when Panos Panay, the head of Surface division seems to be in the league of his own.
I think we'd rather see it next Gen, though.
But if it was powerful enough to play all those high tier Android/iOS and Windows 10 games plus Xbox games and maybe they should even make it 360 BC compliant, that'd be actually quite interesting.

Don't they have the money/resources to make an attempt of your listed features?
Nope - they have Windows Phone 8.1 which is perfect as a handheld console nowadays. Microsoft can't even make a decent new console, how are they gonna manage a handheld? So the true answer to this thread is NO, let Nintendo continue to satisfy the majority of handheld needs, with Vita offering an alternative or supplemental experience.

No. It likely wouldn't sell well and they need to focus on getting the Windows/Xbox marriage to work.
No. The Xbox 1st party struggles to support their current platforms as is, adding another platform (in this case a handheld) would be another machine sucking 1st party resources away from my Xbone. The market has also shifted to smartphones, so it's a poor idea.
Is the handheld a powerbrick with buttons?
Inefficient/Faulty hardware. Saturated market. No first party devs to support it.

MS is extremely good at some things. A handheld wouldn't be it.
