Should the console getting the highest budget games be considered the lead.

I don't really care about SW, but some people believe the console with most sells should win, others the best reviewed games. Since game development companies choose to put their money in game consoles, maybe the console getting the most dev support should be considered the most successful. But in my honest opinion best console is a matter of individual opinion.

If you're talking about development, then yes the console that has the highest budget for the same game is the "lead" platform. If you're saying that because the PS3 cost a fortune to dev for, it should be considered the "winner" of SW, then no.
