Hmm I doubt it but maybe. I am guessing the PSP2 will be more powerful than the 3DS. It wont be as big of a leap as the DS to PSP was, but it will be big enough to not allow for multiplats. Not that it will be better, i am super excited for the 3DS. But then again if the PSP2 is more powerful it will either be lacking something severely or it will cost more than the 3DS and that wouldnt be too smart on their part. I am guessing the 3DS will launch at $250 in NA, and $300 for the PSP2 in NA.
Doesn't matter if the PSP2 is more powerful and the 3DS is no push over either. With the DS and PSP, the DS had games running on two screens, using the touch screen and in a different format 4:3 compared to the PSP 16:9.
Now both of them will have one main screen and be in the same format and I wouldn't be surprised if the PSP2 ends up having glasses free 3D by the time it comes out. And both of them will have dual-analog, 3DS will have it's touch-screen which can act as 2nd one (already shown with RE:R I believe)and the PSP2 is pretty much confirmed to have it. As far as the graphical differences goes, I don't think developers will care. They're gonna make the game look the best they can on 3DS and then port it on the PSP2. Theres just way too much money to make than to be bothered by something like that. I don't think any of them will want to ignore the huge install base of either handhelds from now on.
I can totally see KH3DS for exemple, eventually being announced for PSP2 or Square-Enix announcing the next FF has a handheld multiplat instead of a console one. Just look at how the DS and PSP are trouncing the Wii/PS3/360 in Japan and outside(well maybe not the PSP in that situation but the DS is king of the world).
Seriously, 3DS/PSP2 multiplat are gonna be a gold mine for developers, especially in Japan. Still not sure how the rest of the world will treat the PSP2 tho.
