SOCOM is supposed to be a launch window game that directly competes with Halo. It all sounds like it adds up and SONY DID say they wanted to push multiplayer a lot more next gen.
The problem is... I've been excited 50 other times about a "new SOCOM" and they never panned out to be true.. sigh. However, one of the most plausible sources DID say that many new SOCOM games have been pitched and started development on through recent years but none made it much past the drawing board/early dev cycles.

What kind of Socom do you think it's gonna be? I can't imagine it being so different than popular mp shooters if Sony wants a better chance for market penetration in that segment.
What do you think should it be?
Should Sony take a risk/hit and be completely different against its competitors and only target a possibly minority case of hardcore socom fans, much less chances of being a wildly popular entry (CoD, Pubg, Fortnite, etc.)?
What would be your metric for success?

What it should be is SOCOM 1 and 2 type arcade feeling gameplay with strafe battles only with tighter gunplay and hit registration.
I am more than ok with a SOCOM Confrontation armor system. Light/Medium/Heavy and an encumbrance system, but give us a classic mode as well where everyone runs the same way without the options and no encumbrance (the best of both worlds since it would be a newschool/oldschool approach and would cater to everyone.. a core/hardcore if you will) I would personally play BOTH ways and they would vary very drastically.

YES do add a battle pass with HEAVY customization of characters, weapons, and camo. SOCOM is well known for crazy skins like the yellow rainsuit and many others. A game like SOCOM would work GREAT with all the new school systems today. Add a skin shop, etc. It's not like it wouldn't be a perfect fit since SOCOM always had a fair share of over the top skins and voice acting.
4v4, 8v8, and maybe even 16v16 rooms
Have to have Demolition, Suppression, Elimination, Escort, Extraction, Control Points, and Breach. I don't care about a larger game mode but if they DO add a FTP BR then might as well include a 32v32 mode or convoy as well.
A game like SOCOM (what you say is catering to a niche audience) would KILL IT right now. Look at popular games like Siege and Battle Royale. One life games are very big right now (again.. finally.. and SOCOM started the trend years before). Throw is a tournament scene with paid winners and it would be huge.
Hell.. I don't even care if they throw in a battle royale (to bring in even more people and a new audience). It's not like they didn't basically have the idea down with MAG. Make THAT FTP with the multiplayer sectioned off with the campaign (if there is one) like Modern Warfare.
Need to include matchmaking to similar input devices.
Add things like colored tracers, smoke, character, camos, skins, etc. to either unlock or purchase in the shop.
MUST have verbal taunts and dancing (both new and classic on both accounts). Custom taunts like the older titles would be awesome as well.

I have no problem with a core mode with armor types, encumbrance, and revives (still no health regen though) and a hardcore (oldschool mode) with no armor, encumbrance, or revives. Like I hit on before, both would be awesome.
Classic maps. Of course I want the VAST majority of maps to be new, but we need Frostfire, Desert Glory, Fish Hook, Crossroads, and a few others as well. Perhaps paid or free DLC for most. IF they make the game FTP (which I'm ok with overall as long as cheaters get banned) then add new maps as FREE updates.
If you want to know more then I can keep going man. It would NOT be hard to bring SOCOM into modern times and it isn't as niche as most people think. Look at the most popular shooters right now.. all one life and tactical (to some extent) As a matter of fact it's quite simple. They don't need to chase mechanics of other games (like they did with S4) just implement some of the NON GAMEPLAY features like those mentioned above. There is absolutely NOTHING wrong with skins, gun skins, tracers, colored smoke, dances, and taunts being added in a cash shop or season pass. It is NOT pay to win but also adds a lot of options for the studio to make money, keep people interested, and bring more content on a much more consistent basis.
There also has to be open weapon picking (no classes) and I would strongly prefer an in depth weapon customization (yes I know this isn't classic, but it's something that adds to immersion and gameplay.

I would prefer no perks, but it wouldn't be terrible if you had to pick a character if each one had a unique passive or something like that.
The gameplay of SOCOM is king, don't mess with that. Just put on a new coat of paint and modernize the menus and options. Those that don't like the idea of a cash shop or season pass would get over it extremely fast if the gameplay stays true to the core.
So to sum it all up.
Make it fast paced, team based, modernized (all the things I mentioned), emphasize gun battles, mix up the maps with rush/flank/and snipe lanes, keep things simple and classic as far as actual gameplay with an emphasize on strafing and precision in 3rd person with no ADS, either completely remove or minimize aim assist like 1,2, and Con, players must play with similar input devices automatically, no health regen, guns hot, taunts, dancing, all mentioned game modes, and maybe even throw in a campaign and you can forget about it..
It would absolutely KILL it these days. All the old school SOCOM vets (as they call themselves) coming back to reclaim their throne, new kids from BR's and Siege thinking they have something to prove and with the popularity of one life games again, and... well this could be HUGE.. they just need to do it right.. and MARKET IT RIGHT (bring back the AWESOME old SOCOM commercials and paid advertising!!!).. which after S4... I'm scared.. they need to rewind the gameplay and modernize everything else if they want to appease BOTH sides. If that happens then just watch the records that get broken for SONY overall. It could EASILY be the most popular online game SONY has ever released. I just hope they have the right people working on it and they know what the fans want.
I'm ready for the sweats, try hards, shit talkers, and last round tie breakers. They don't call it Socrack for nothing and now that kids today love the competitive nature of single life online experiences? This could be monumental in more ways than one. We could EASILY see tournaments featuring 50-60 year olds facing off against kids younger than teenagers.. lol.
I hope if this is true they don't screw it up... but as always, when it comes to SOCOM I'm going to sit back and wait because I've been excited many other times in the past few years and things didn't pan out.
They just need the right people working on the game who are listening to the right people. If they chase other games like they did with S4 they will fail. They MUST make gameplay the way that fans of the franchise fell in love with in the first place, and the masses will follow. Which is largely the same reason I am interested in the new Halo game because you can tell they are taking it back to its roots. THAT is what players want. Classic gameplay with NEW features. Not new gameplay and rewriting the entire system with old menus and barebones features. They got it backwards with S4. It's time to right that wrong and push egaming, tournaments, and competitive edge with the new SOCOM while keeping its integrity and also pushing the boundaries with features and options OUTSIDE of gameplay.
