This stuff would not be surprising. Consoles have conglomerates to grease developers, the PC has to stand on it's own.

Sony & Take Two have had a contract back since 2001 to delay the PC version of GTA by 6 months

It was changed in 2008, so the Xbox version doesn't get delayed as well

PC historically since 3 has always been launched later, whether it be rockstar focusing on cosnole developement first in the case of GTA IV (where MS actually had the exclusivity contract TC not sony as you seem to think) and that it was a watershed moment that GTA itself in terms of the full game launched simultaneously on the 2 platforms...PC followed later as usual.

PC tends to always appear later, its just the way its been this time i doubt its because of contracts and all that look at MP3 or even Bully they followed suit after initial launches.
