Ever heard of standards changing? Twilight Princess came out two years ago, so it's a given the two games weren't reviewed on "same scale."
But then again, that's the problem with using scores. Personally, I prefer the 5-point system if scores are necessary.
The problem is that even if the sequel improves everything it could get a lower score, yet if someone looked at GS for good games they may think the first is better and get that one (yes, there are people that don't read reviews, many fanboys on this site included) even though the sequel is better. (in general, not talking about Zelda because form what I've played I preferred PH so far).Ever heard of standards changing? Standards change. What was a 9.0 in 2007 might not be so 2 years later, since gaming is a medium that's constantly on the move.
Spirit Tracks may also get marked down from Phantom Hourglass, since it uses the same engine and basic gameplay, because of familiarity.
Phantom Hourglass had a unique control system. Spirit Tracks has the same control system, and while it may be better, it didn't have the same effect. Ocarina of Time got a 10 from IGN, and when they reviewed Majora's Mask they said it was just as good but gave it a 9.9, because it didn't wow them as much as OOT.BattleTurtles
Majora's Mask only got 8.3..

So does this mean that Super Mario Galaxy 2 will get rated 8.5 because it has the same spherical gameplay as the first one? I hope that's not the case...

I don't think it could be more literal...
"Games that may be the only medium in which the sequel is routinely better than the previous installment- but just tweaking a few things and adding two moves isn't enough to merit this commendation. Sequels that make significant, exicting improvements are what we're looking for."
It's a different "great" from the word below the score.

This. It's a better game than Phantom Hourglass, it's just it got a lower score because it came out later.
For example, if Ocarina of Time and Twilight Princess were released the same exact day, obviously Twilight Princess would get a higher score because it's a better game. However, Ocarina of Time was better for its time.

Does the sequel have more than two moves? As for the significant, exciting improvements, did the other game have online play, a train, and the ability to control a partner around? Maybe the old one did, for I didn't play it entirely. But if not, don't you think it fulfills the requirements you stated above?
Is there any added stuff in the sequel I missed?
