I'm hesitant on saying New Vegas. It's as much a progress update on NCR and its relations with the rest of Fallout's significant factions as it is an RPG about the most dangerous mailman in the Mojave. If you aren't familiar with NCR, Brotherhood, and Enclave, you'll probably find their quests a bit of a bore.
Your only reasons to support NCR will be given in massive expositions. It's...not much, being constantly told how great NCR is if you've never been there and when it looks like they're knee-deep in shit for simply trying to keep order. Given that they're one of the big players fighting for control of the Mojave Wasteland, it's really bad for newcomers.
You -might- be okay without being too familiar with the Brotherhood. One companion will give you a good idea of their ideologies and help you understand why they're hated by NCR. On the other hand, Enclave's significance and why everyone treats them like Nazis will more or less be lost to newcomers. Thankfully, their quest is one of the easiest to miss, but should you stumble upon it, you probably won't like it.

Personally, if you don't mind an outdated UI, I'd recommend starting with Fallout 2. If you do mind, wait for Fallout 4 to be patched to high heaven since it's the most modernized one.
Just...whatever you do, don't pick 3 or Tactics.
