They legitimately wanted their game series to advance beyond the limitations of the cartridge format, and thy knew of their own inexperience with making CD games, so they farmed them out to the best possible developers! Yes, as can be evidenced by the fact that they don't even release that many games on the Virtual Console. Seriously though. Nintendo does it lots of times with their series (Pikmin, Donkey Kong, Star Fox, Metroid, Kid Icarus) where they let the series go cold for a while and that can really get gamers hyped. Pikmin 3 for example.

It's not even just CTR. That was one example. Sonic & Sega All Stars Racing was miles better than Mario Kart. Transformed looks even better. In fact Transformed will probably top the mighty CTR as the best kart racer ever. Hell, even Modnation Racers was better than Mario Kart. Not so much with LBPK though. That game sucks even more than MK(largely because unlike MNR it tried too hard to be Mario Kart as opposed to being its own thing like MNR).
Raise your standards and actually play other games in the genre. Want to know why Mario Kart is so popular and "drives the genre"? Because it came first. It invented the formula and made the formula popular. It's why no sandbox game will ever be as popular as GTA, regardless of quality. Not to mention the recognisable characters in Mario Kart gives it a certain appeal in that regard with the masses over others. And last but not least, MARKETING! Nintendo markets the hell out of Mario Kart. Everyone knows when a new MK game comes out. Not so much with new Sonic kart racers, which will slip by unnoticed by the masses, although still sell reasonably well. It drives the genre in popularity. In quality the standard of the series has been low for a very long time. Thankfully we've got developers like Sumo Digital around to raise the standard.
