Seeing as neither are an alien race I'd have to say.... NEITHER!
Locust are inhabitants of the same planet.... the live underground... or do you call earthworms aliens too?
The Covenant are a group of alien races, not a single alien race. The Covenant is a religion.

I play a lot differently than I'm supposed to, I put it on Easy and literally run-n-gun. Surprisingly, the Chimera are still pretty resilient. The story breaks up the flow a lot, but I'm not skipping it in order to set up the latter games in the series. Corridors can be bland oftentimes and other times they have detail. I'd put it at a 7.5 or an 8.Humans are scattered throughout the galaxy in Halo and at times have the opportunity to run from the Covenant. The people of Sera are trapped with the Locust and are more likely to be attacked at any given time. Also, the Covenant may have arguably superior weaponry, but they don't have an assortment of crazed 10-ton monsters at their disposal and rarely use torture on their enemies.

I haven't played a single HALO since HALO CE so as far as i remember grunts weren't that fearsome at all.
If you had played Halo 3, ODST, or Reach (especially Reach), you would have seen the full might of the Covenant. They are very much to be feared.I haven't played a single HALO since HALO CE so as far as i remember grunts weren't that fearsome at all.

Ugh the Covenant would easily win....is that what the questions is asking?
EDIT: More fearsome? generally i would say the locust. However an 8ft cloaked Covenant Elite in a dark hallway with an energy sword can be quite "Terrifying".
