We know that this console gen will end when Wii U comes out next year. Doesn't that mean that if the PS3 doesn't surpass the Wii or 360 in the next year it would have lost this gen?

If hardware power determined the start of a new gen then what we consider current gen would be incorrect and only high end PC builds would be considered current.
WiiU is a next gen console. That is how it will go down. And I'm sure it will be a bit more powerful than the 360/PS3. Plus the controller will open up new gameplay possibilities.
When the Wii U is released, the new Xbox/PS system would have been announced. So yeah, the gen ends when the Wii U is released.
Generations have far more to do with timing than power. A new generation doesn't necessarily mean better (especially in System Wars), it just means it's a new generation, i.e. the new iteration.

Not at all actually. PS2 didn't stop this gen from happening....
