lets go back to this pic........I said that the gpu looked split into two parts as well as the cpu and the eSRAM, we laughed some cried and some called me stupid. Then the SDK leak brought me right back to my theory, "with XDMA is busy" and the DX12 and 2x performance situation. If you dont know what XDMA is look it up and ask yourself why would it be busy in non crossfire setup and then look at the pic above.

Here is my take on it, they are using it so they can run 2 separate gpu operations at the same time. Remember when Kinect was using more resources and had to model a 3d skeleton? when you need a gpu to model and compute the calculations for that skeleton. Setting up 2 gpu pipelines allows you to have both, you can have the render pipeline going and you can have the a general purpose operation going at the same time.
