That is because it did finish the fight but opened a whole new story arc.
SPOILERS
For those of you who don't know, the planet that came into view in the Legendary ending was Onyx, a sheild world built by forerunners used as a bunker if Halo is activated. I haven't read the book on it yet but I plan to soon.
The funny thing is, even with the tagline "finish the fight," they really did leave it open for a Halo IV.-Tretiak
Well you did finish the fight from the original story arc. The war with theCovenent is over and the Flood has been defeated. Any new Halo would be a completely new story with completely new enemies.. hopefully.

Well yeah. I just found it funny that after Halo 3 was hyped to oblivion with the "finish the fight" tagline, they left us another bloody (yet admittedly much smaller) cliffhanger. At any rate, I'm not complaining. I'm overjoyed that Bungie has left room for more sequels in this awesome franchise.

You think this cliffhanger is much smaller? IMO I think this cliffhanger is much bigger because we are all wondering of what will happen next. We have little information about this sheild world. Who knows what could lie within it. Also, Cortana and the Chief are all by themselves this time so it makes you wonder even more, doesn't it?
