Besides, Duke Nukem 3D is all about how much of a badass Duke is - it's one of the central elements to the game. Starcraft? Great cast of characters, but none of them are as centrally, monolithically badass as the Duke. He's designed to be the paradigm of badass, and he pulls it off with a bit crap down some alien's neck.
And lastly, he dominated the extensive forum polls done a while back. Nobody from Starcraft even made it past the first few rounds.

Awww, I'm sorry, I just now notice you're taking this little fun debate seriously. (SW is serious business, folks.)
Anyways, considering that that Kerrigan, Tassadar and Zerathul are characters of a RTS game (Armies versus Armies, OMG!), it's hard for them to compete with the exploits of a title character in a FPS game. Nevertheless, considering that Duke Nukem is still human and is about as powerful as a Terran in powered armor, it's still logical that Kerrigan (Who is infinitely more powerful than a Terran in powered armor and is faster than a Protoss warrior) it comes down to the fact that she alone can destroy Duke, especially when she is fully capable of taking on high numbers of enemies when she was just an average ghost.
What makes Kerrigan a badass is her rise of power and the tactics used to achieve that rank. She not only took advantage of a misfortune, she used her wits and cunning to manipulate and finally winning at the end of Brood War when the combined forces of two massive armies couldn't take her out. It's her confidence in her skill and her execution that makes her highly overpowered and dangerous.
If you still want to continue this, I'll just switch over to Illidan, which is in par with Kerrigan and is just as capable of destroying Duke Nukem solo. Plus he's not an alien.
what the hell? Duke is way stronger than a freakin marine. He took on an entire alien empire like 8 times and crushed them everytime. That and babes can't resist him.
