Just talking about MGS in another thread, not multiplayer, but the AI is brutal, they follow your tracks and hunt you down and sweep in two man teams. I swear they can even smell you. :p
The quality of AI is an overrated aspect. Software-based AI will inherently be poor, in the grand scheme of artificial intelligences. What really matters is intelligent implementation of AI, in order to hide the shortcomings of software-based AI. Shooter devs tend to do this the best, with Half-Life being the first game I can remember where the AI actually wowed me.
In this order FEAR, Crysis, Stalker, Killzone 2 and the original Far Cry
EDIT: Original Half-Life had cool AI when it was released, the opposing force was kind of the first AI team I'd experienced in a FPS
I though the a,i in BlazBlue was challenging, also MVC2 on the hardest difficulty. General it depends on what difficulty setting you play on, MW2 is just stupid sometimes in veteran, RS6: Vegas too. Adrian_CloudMW2 is stupid hard in veteran not bc of the AI but the nade spam and numbers of enemies. The enemies in CoD generally aren't very smart, but it only takes like a few shots to bring you down.
