instead of just being all flash.

is it how long the game is?

how the controls are fluid, precise and natural?

variety?

robust online mode?

what has to be in a game before you pay 59.99$ for it?:?

For me a game has to leave a lasting emotional feeling. I have to feel like I've just been through an experience. For example most of Bioware's games not only play great, but they force you to make emotional choices and invest more of yourself personally in the actual gaming experience.

KOTOR and Jade Empire are the finest examples I can think of in terms of making me feel like a game has substance and depth.

I suggest you look into playing Fallout and Deus Ex. They are incredible games that fit your criteria perfectly.

Well that's very much going to depend on what you ask.

Many here will claim that graphics and visuals can't be counted as "substance", since its quite common (and dare I say "natural") to generally consider aesthetics to be "shallow" and "only skin deep". It's "natural" because we have those kinds of standards for things like say...picking a girlfriend, or buying a car.

Personally, visuals are always a very important part of the game experience. It's the primary link between the game and myself, and there's just so much information that has to come through that link.

I'd say it's how they've built a game to be played.

Tetris is as solid as a title alongside games like MGS.

Fun. I measure it all in fun.

I would be willing to pay $60 for a 1 hour game with no replay value if it was so much more fun than normal-length games.

Of course, I'm not entirely sure it's even possible to make a game like that, so...
