it's a common misspelling of the word "the".
People use it because they are using it in a satirical way to mock stupid people. Or they are just being silly.

It's Leet speak and it represents the word.... well Leet. :P
The 1 looks like an L
the 3s look like Es and the 7 looks like a T. so yeah.

When trying to bring a thread that has fallen to the bottom, DO NOT POST ANY ONE WORD OR ONE SMILIE replies to bring it up. Try to post sentence revelant to the topic.
