Okay, it's Monday 15:19 here and the PS3 is still 39990円. Who was the smart arse that claimed it would be under $300?

A post on SlickDeals was picked up misread and picked up by one guy's blog, and then repeated across the internet. Sony price-cutting the PS3 and introducing the ceramic white model? Absolutely. January 28th? No. Try again on March 28, since that's one month before GTA IV, when it would make more sense to talk about a price cut.

Are you pulling the March 28 date out of your butt? or is that set in stone somewhere?
Historically most price cuts have happened in late March or early May. Close to April is because of when the fiscal year ends for companies, early May is to gain a boost during the summer slump. Considering GTA4 drops April 29th, if Sony were planning a price cut this year, doing it in late March would be the ideal time.
January 28th? That's a number pulled out of someone's butt, it doesn't correspond with much of anything.
