I'd say its Rare. Conker and Banjo are easily one of the funniest games. Second would go to Kojma Studios or HAL Laboratory.

Don't forget about Nintendo.

The Guild Wars games are loaded with funny cutscenes and quests with funny takes on 70's and 80's culture.

Lol, and I'll never forget the quest where you had to talk to Moh, Lahri, and Kurli. You guys never heard of the 3 stooges?

Also, lots of funny Star Wars take-offs and quests like "Punch the Clown", "Practice, Dummy", "Round One: Fight!", "Man-o a Norn-o" and "Bear Club for Women".

Blizzard is funny. Just listening to some of the comments in Warcraft III crack me up.
