This issue has been adressed already. Arthas has the extensive knowledge of magic and military tactics of a being who has lived for several hundred years as well as having an artifact weapon that attacks the soul of the victim.
He controls an army of undead creatures as small as a ghoul and as big as dragons plus he can psychically attack his enemies.
All Kratos has is a cocky attitude, 3 spells and two artifact swords that are like yoyos. He better pray he doesn't get hit with nonstop Death Coils.

Anyways, the most powerful heroic being in video gaming is in fact...
Kirby! He can take anybody's power in a matter of seconds and meet thier strength. Just think of Kirby with the Blades of Athena, the Chainsaw rifle, a full array of Final Fantasy magic and more.
That's just disturbingly cute.
Umm, last time I checked, both Hulk and Superman have many videogames out....They count.
They didn't originated as video game characters, which is the difference.
