Who's to blame for DLC already on the disc?

Quite a few games are guilty of locking up parts of a game already on the disc and selling the key to unlock said features as DLC. RE5 did it with it's multiplayer, Brutal Legends did this, and now MW2. I'm just wondering who ultimately decides to do this? Is it the developer, seeing as how they make the game and are able to lock parts of it, or is it the publisher who determines to do this as a way of making more money off of the game? I'm just curious if IW is being Activision's *female dog* or if it was their own decision to do it.

Gamestop had nothing to do with it. Gamestop just buys the games in bulk and redistributes them at retailers.

Simple really console players are to blaim. They are buying rip-off DLC and then companies can see they can milk some extra money from them. This will become the standard now so we will have to get used to it.

Consumers, and EA. Need For Speed Carbon had a gross amount of DLC on day one, and most all of it was on the disc already. To my knowledge, that was the first time it was proven that DLC was simply unlock keys.

I would say the blame goes to lots of people: It goes to Sony and MS for putting such emphasis on these kind of transactions and looking away blindly when it is abused. It goes of course to the developers for pulling this stunt. It goes to us consumers for merrily going along with it.

To "actually" answer the question being presented by the TC my guess would be the publisher that making the decisions on that stuff since they are providing the funds and doing the marketing of the game that the devs are making so why not get some kick back and sell something that you have already put money into and develop? From a business point of view that's a win win situation to any CEO.

The only audience that has to pay for DLC because they cannot access user generated content, who else? They proved there is a market for this junk and ruined it for the rest of us.
