An update to allow 1080p for all games? Not a chance. That's all based on the hardware, not the software.
Anyway, to answer the opening post, yes there is a difference.
@zaire_nxtgen720: Not sure why anyone cares all the games end up being 1080P anyways. Every game on PS4 & XB1 is upscaled to 1080p if it's not 1080P. There isn't a huge different between 1080p native and 1080p upscaled.

I live in a semi-poor area so it always looks like shit to me.
It is a very noticeable difference, but you will only really be able to tell if you consistently watch movies or play games in 1080p.
I think the main reason people around here can't tell is because they are mostly console gamers and don't play much in 1080p on their consoles. Therefore, the only 1080 images they are seeing are videos of 1080p stuff on their computer, except the majority of people surfing the internet are not doing so on a monitor that supports 1080p. My laptop maxes out at 1366x768. I think a lot of people here are in similar situations.

Yes there is. There is quite a large difference.
Not only that, but the Xbox one's upscaler is trash. It adds very nasty sharpening on top of the already crushed blacks and wrong gamma. The sharpening is the worst of it, maybe.
If somebody has an Xbox 1 for some reason they should set the native res to 720p if a game isn't native 1080p and let the TV do the upscaling. Which is a shame since a lot of games will be 900p or some resolution in between on the Xbox 1. Ms might fix this, but it might never get fixed.
