Some people do care a lot because they probably rely on used games or they trade in their old one's because they lack the money to buy the new game. Personally I never buy used, very rarely, I hate the stupid stickers they put on the cases that you can't take off and you never can be sure if it's going to work right. Also my local GameStop has some pretty rude employees, it's not fun shopping in a place that has so much negative energy you know.
The only thing that bothers me about the no used games rumor is what if your system breaks? Or you want to take it to a friends house? There should be something you can do with that. Also how will you know if you like a game or not? You can't rent anymore, there should be more demos then. Personally I just wait until a game drops in price at retail, I still buy it new just not "Day 1" new. Most games are not worth $60, I just wait until they are $30-$40 usually.
Only games I'm buying this year at full price day 1 are The Last of Us and GTA5, but that's because those games are going to be REALLY freakin' good.
